Peaceful Communities

A key achievement in 2006 was conclusion of the USAID-funded Peaceful Communities Initiative, initiated in October 2001. Implemented in cooperation with Mercy Corps, the Initiative established collaboration among the ethnic groups of the Fergana Valley republics: Uzbekistan, Kyrgyzstan, and Tajikistan, including the inhabitants of cross-border communities. ICA EHIO oversaw community mobilization efforts throughout the Fergana Valley; conducted training on more then thirty topics; and organized exchange visits, forums, conferences, round tables, and focus groups – all utilizing the Technology of Participation.

Youth Empowerment

ICA EHIO mobilized youth for engagement in sports and environmental advocacy during 2006, in six communities within the city of Khujand, through a project funded by IREX/USAID. The project mobilized teenagers and youth to participate in sports events, as well as environmental protection activities, on behalf of their community. Six clubs were created to facilitate these activities, which attracted more than 1000 young participants.

Good Governance

ICA EHIO undertook a project in 2006 on “Increasing Local Government Efficiency through Improved Participation,” financed by the Canadian Embassy in Kazakhstan. The project aims to increase the efficiency of management systems at the local community level, as well as promote good governance in rural areas of Northern Tajikistan, through the creation of a Centre on Local Government Capacity Building, based on the Technologies of Participation. ICA EHIO has trained 30 local government representatives, and will continue implementation into 2007.

Participation Methods Training

ICA EHIO is expanding its training programs nationally, with training services delivered to Mercy Corps in Tajikistan and Kyrgyzstan, as well as open trainings on community mobilization and water system maintenance sponsored by UNDP. Training programs were also delivered in 2006 for CHF and the local NGOs ASDP and ASTI, among others. This program will continue to develop in 2007.
